  • An applicant must present a shutoff notice from their electric, gas, oil or fuel company, or other written indication that an emergency is pending. We do not assist with payments with respect to telephone or cable service. 
  • A regular monthly or periodic bill or an outstanding bill for service at a previous residence does not constitute an emergency. 
  • Usually the Home Energy Assistance Program (HEAP) program at DSS or the Good Neighbor Fund must be pursued before we can approve a utility grant, unless it is clear that the client is not eligible for those programs. A HEAP denial notice will be required in some cases.
  • If a client does not receive enough monthly income to cover their rent and utility expenses, we cannot approve a grant. 
  • Even if a client is not eligible for financial assistance, our case workers will use their advocacy and referral skills where appropriate.
